The Guam Ethics Commission is an independent and autonomous instrumentality within the Government of Guam, whose purpose is to hold officers and employees accountable to the Ethical standards established in Guam law. The Ethics Commission shall prescribe a process for receiving complaints, investigating the facts, conducting hearings, and rendering opinions on whether any violation of the standard of conduct for officials and employees have been violated.

      Guam Ethics Commission Announces Leadership Transition

      Hagåtña, GUAM — February 19, 2025 - The Guam Ethics Commission announces a leadership transition as Executive Director Jesse Quenga prepares to vacate his position effective February 23, 2025. The Commission extends its deepest gratitude to Mr. Quenga for his visionary leadership and groundbreaking contributions to ethical governance on Guam.

      Since serving as the Commission’s inaugural Executive Director, Mr. Quenga has laid a strong foundation for ethical standards across Government of Guam operations. During his tenure, he established the Commission’s operational framework, championed key public laws to modernize ethical compliance, and achieved 100% participation in mandatory ethics training for 12,000 government employees. Under Mr. Quenga's stewardship, the Commission successfully adjudicated and closed 76 complaints, with 8 cases referred for prosecution. His efforts also elevated Guam's global presence through representation in the Council of Governmental Ethics Laws (COGEL) and inclusion in the Ethics Blue Book.

      The Commission has adopted a resolution appointing Reuben Bugarin, Ethics Investigation and Compliance Officer II as Acting Executive Director to ensure a seamless transition and continuity of its mission to uphold integrity in public service. The search for a permanent Executive Director is currently underway, with the establishment of an ad hoc committee tasked with recommending a candidate to the full Commission for confirmation.

      “Our work remains steadfast,” said Commission Chairwoman Daphne Leon Guerrero, “to promote and safeguard ethical practices within the Government of Guam. Upholding the standards set by Mr. Quenga will be our continued focus as we usher in this transition in leadership.”
