    THE GUAM ETHICS COMMISSION TO LAUNCH ISLAND’S FIRST PUBLIC TRUST INDEX

    HAGÅTÑA, Guam — The Guam Ethics Commission (GECOM) today announced the upcoming launch of the Guam
    Public Trust Index, the island's first comprehensive study designed to measure the trust the people of Guam
    place in their government agencies and public officials.

    This landmark study is designed to measure community sentiment toward government agencies and their
    leadership. The Guam Public Trust Index also marks a significant step in the Commission's evolution and ongoing
    commitment to promoting integrity, accountability, and ethical conduct in public service.

    By anchoring its work in community-informed data, GECOM aims to not only provide compliance-driven oversight
    but is also committed to fostering a culture of genuine public accountability.

    "Every agency in our government exists to serve our community, and the people of Guam are the only ones who
    can tell us whether it's working. This Index puts that judgment exactly where it belongs." said Daphne Leon
    Guerrero, Chairwoman of the Guam Ethics Commission.

    "Trust is the foundation of good governance. With the Public Trust Index, we're giving the people of Guam a direct
    voice in how they view their government — and giving our government a clear, honest mirror to look into," added
    Nico Fujikawa, Executive Director of the Guam Ethics Commission.

    About the Guam Public Trust Index

    The Guam Public Trust Index will survey residents island-wide to capture the sentiment of the people of Guam in
    how they trust their government institutions and the public officials who lead them — including perceptions of
    performance, financial responsibility, transparency, and overall integrity. The Trust Index will serve as the
    GECOM’s baseline study to establish a foundational standard that will:

    • Inform the Commission's priorities going forward
    • Guide future policy recommendations
    • Track progress in public trust over time

    Yes, the Guam Ethics Commission will consider bid responses submitted under a valid
    GSA Federal Supply Schedule contract, provided that the response fully addresses the
    specifications and scope outlined in our solicitation.
